Cairns Airport numbers for January not much changed from the previous month. Domestic down -48.9% on the previous year, International -98.5%, Total -55.7%: 

Within that despite reduced traffic was a larger than usual seasonal swing in net arrivals/departures perhaps reflecting the pandemic composition of the passenger mix. December net arrival peaks back to 2015 are marked with a blue dot:

January would also previously be a month with seasonal Chinese arrivals around the lunar new year. Considering domestic passengers we need to be mindful that most international visitors have in the past arrived on domestic routes.
